Romania Government Scholarships 2025 | Fully Funded for International Students

The Romanian Government, in conjunction with the Ministry of Foreign Affairs, presents a series of scholarships for international students (non-EU citizens). These scholarships are open to applicants who want to study for Bachelor, Master’s and PhD programmes in Romania.

The study program includes all Courses except Medicine, Dental Medicine, and Pharmacy. 

In order to promote Romanian culture, arts, and language, applicants interested in the Bachelor’s and Master’s programs are required to learn Romanian, as only Romanian taught Courses are available.  

 Thus, a preliminary year is compulsory for all applicants in order to learn the Romanian language before applying for subjects of choice. 

Applicants at the Doctorate level can enroll for study programs in English language or any foreign language as laid down by the institution of choice.

The Romanian Government Scholarship is fully funded, it also covers accommodation and monthly stipends.

Who Can Apply?

The Romanian Government Scholarship is open to all international students, with the exception of:

  • Applicants who are from Romania or of Romanian descent 
  • Applicants who have requested or received asylum in Romania 
  • Members or Relatives to any diplomatic offices associated with Romania 
  • Members or Relatives of any international bodies located in Romania 
  • Applicants who have once benefited from the Romanian Government Scholarship.

In order to be Eligible, Applicants must; 

  • Have submitted an up-to-date document 
  • Present documents issued by accredited educational institutions of their home country 
  • Meet up with the application deadline 
  • Adhere strictly to the method of document submission. 
  • Have a record of good educational results 

Level Of Study For The Romanian Government Scholarship 

Applicants can select any of the available study cycles in any accredited Universities in Romania.

  • The Bachelor’s degree program is open to those that have completed their senior Secondary School education or an Advanced level Studies. A complete bachelor’s degree program runs for 3 to 6 years depending on your course, this program ends with a bachelor’s examination. 
  • The Master’s degree Program is open to undergraduate students, the duration of study ranges between 1 year, 1¹/² year, or 2 years, and concludes with the dissertation examination. 
  • PhD programs are for master’s graduates and it is for a duration of 3 to 5 years, depending on your area of study and concludes with your thesis presentation.

These websites can be accessed either in English language or French. 

NB: Applications that are submitted directly to the offices of the Ministry of Foreign Affairs or Ministry of Education or to the email addresses of both departments named above, or to the Romanian diplomatic missions will be rejected.

Required Documents 

After creating an account on the official website,  Applicants are advised to fill in the necessary data on the website and upload the following documents;

  • Copies of educational certificates (bachelor’s, master’s or PhD degree) where necessary 
  • Transcripts 
  • Birth certificate 
  • Copies of the first 3 pages of your international passport 
  • Curriculum vitae in French or English Language 
  • Affidavit of change of name (if applicable) 
  • Certificate of completion of the preliminary year for Romanian language (for Bachelor and Master’s degree applicants)

Yes, but you will need an attestation letter, transcript and certificate to prove that you are in your final year of studies in authorized languages of English, French, Spanish or Romanian.
